TOOL LOOPS fits any TACTICAL PANEL and provides a means to clip personal items (think key ring, pocket knife or flashlight).  You can add your own carbineer to allow easy attachment.
Rigid stays cannot be installed in the same location as the TOOL LOOP when TOOL LOOP is installed in slots used to latch stays in place.
